Serbia Enhances Its e-Invoicing System: Version 3.14.0 Brings Stronger Validation and New Features

The Ministry of Finance of Serbia has released version 3.14.0 of the e-Invoicing System (SEF) on October 10, 2025.
This major update introduces new validation mechanisms, additional data fields, and enhanced user experience across both API and portal environments

The new version aims to ensure greater consistency in VAT reporting, reduce submission errors, and improve integration options for businesses using SEF.

Key Highlights

  • Mandatory “Delivery Date” Field: The ActualDeliveryDate is now a required field for invoices. If missing, the system returns the InvoiceDeliveryDateMissing error.
  • VAT Date Validation: The delivery date cannot be later than the issue date — a rule that also applies to debit notes and credit notes.
  • VAT Consistency Rule: When VAT categories (S10 or S20) are used, the “VAT not applicable” option is automatically disabled.
  • Total Increase/Reduction Values: New fields now display total increase and reduction amounts on debit and credit documents for better clarity.
  • Test Environment Watermark: Documents generated in test mode now include a visible “TEST” watermark.
  • API Enhancements:
    • publicApi/purchase-invoice/overview now includes new parameters (SumWithoutVat, VatAmount, PrepaymentDate, DeliveryDate).
    • Field names have been updated (InvoiceNumber → DocumentNumber, InvoiceType → DocumentType).
  • User Interface Improvements:
    • Public procurement entities can be searched by PIB or JBKJS.
    • Advance invoices automatically assign the current date as the payment date.
    • Error messages have been reworded for better clarity.

Technical Fixes and Additions

  • Enabled debit and credit notes to reference invoices issued to different recipients.
  • Prevented multiple TaxSubtotal entries for the same tax category.
  • Introduced notifications for recipients regarding previously calculated VAT (input tax).
  • Simplified validation and error messages related to tax period or date inconsistencies.
