Spanish Ministry of Finance disclosed a Draft Order developing the Certified Billing Regulations.

The order offers detailed technical and functional guidelines for the invoicing systems used by entrepreneurs and professionals.

This order is a part of the Certified Billing Regulations. It specifies the requirements for computer and electronic systems that facilitate invoicing processes. Made public on January 4, 2024, it is currently available for public review and consultation.

The Spanish Government published the mandatory use of certified billing software.

The Spanish Ministry of Finance and Public Service has officially published the long-awaited Royal Decree that establishes the mandatory use of certified billing software that meets the legal requirements of integrity, conservation, accessibility, legibility, traceability, and inalterability of billing records.

It sets standards for systems known as SIF (Sistemas Informaticos de Facturación). To comply with SIF standards, taxpayers may use a Verifactu system – a verifiable invoice issuance system. Taxpayers and SIF developers must be aware of several new deadlines set forth by the Spanish tax authority.
