Starting December 15, 2023, the obligation to report via the RO e-Transport system for all categories of goods (regardless of the category of transported goods) transported internationally, impacting import/export and intra-community transactions is established.

Who is required to report this document?

The consignee indicated on the import customs declaration,

The exporter indicated on the export customs declaration,

The consignee in Romania, in the case of intra-community purchases,

The supplier in Romania, in the case of domestic transactions or intra-community deliveries.

Important: Non-Compliance Penalties

Legal entities face fines from RON 20,000 to RON 100,000, plus the risk of confiscation for undeclared goods.

Driver’s Responsibility

Drivers must activate the positioning device before starting on national territory and deactivate it only after delivering goods or exiting the territory.

Sanctions Timeline

Sanctions for non-compliance will be enforced from July 1, 2024.

E-invoicing guideline has been published by the Romanian Ministry of Finance.

From 1 January 2024, the RO e-Invoice system will become mandatory for all supplies of goods and services that take place in Romania in a business-to-business (B2B) relationship, and now ANAF and the Ministry of Finance have published a guide with information on the implementation of electronic invoicing.
